motor odometry file permissions

Description

Create motor odometry file and set permissions when installing BurtSharp. Previously this was done in system-setup as a temporary measure (see burt/tools/system-setup!77); now moving it to BurtSharp for V3 release.

Note that these changes are being removed from system setup in https://git.barrett.com/burt/tools/system-setup/merge_requests/80.
