Add Firmware Haptic Floor, Cylinder, other Safety Systems

Goal

Set haptic floor from C# dll and have that be produced from the main board
Set safety cylinder from C# dll and have that be produced by the main board
Set safety limits which can be configured and have that occur on the main board

Relies on CoAP milestone to be completed.
