Feature/endpoint odometry test

Requiring StartResetToolOdometry to be called until bug with initial communication cycles can be fixed. This allows the UpdateToolOdometry function to be running initially so that it will do whatever erroneous thing it's going to do, and then we can read the correct odometry once we call start/reset. Also tuning the filter coeffiient and movement tolerance.
